The language used in Scottish education has changed – the language used in recruitment and workforce development needs to change too.

It is important to make sure that you are recruiting at the right level for your job role. At a time when we are facing skills gaps in many sectors, and with the high cost of recruitment in terms of both time and money, it is vitally important to ensure we are recruiting and developing people with skills at the right level.

The SCQF is Scotland’s national qualifications framework. It provides a way of describing, comparing and understanding a wide range of qualifications and learning programmes across Scotland and internationally.

Benchmarking a job role to the SCQF

When you are recruiting staff or developing your workforce, the SCQF can help. You can use the SCQF Employer Levelling Tool to benchmark a job role to the SCQF.

Benchmarking a job role to the SCQF is a very straightforward process. The Employer Levelling Tool allows you to see what generic skills a person would have if they have either qualifications, or skills and experience, at different SCQF levels.

This tool allows you to do two things. Firstly, it allows you to benchmark your job role to the SCQF, and secondly, it allows individuals to see what SCQF level they are working at, based on their skills and experience.

The tool compares SCQF Levels 2-12 to representative job responsibilities and gives examples of the level of knowledge, skill and competence at each level. It is a rough guide to allow you to come to an informed judgement about the level of job roles within your organisation and aims to provide signposts when thinking about developing a person specification.

How to use the Employer Levelling Tool

Each level of the SCQF is set out in context for employers in two columns. The left hand column focuses on the responsibilities and tasks associated with a job role and can be used to allocate a level to the job itself. The right hand column outlines representative levels of knowledge and skill associated with jobs at that level and can be used to inform the development of a person specification.
